The main reason is that both Kohli and Rohit have retired from test and T20i long time ago, and now they only represent India in the ODI format.
Countries like New Zealand, Sri Lanka and Ireland have reportedly asked for more ODIs. They know India’s ODI games with Kohli and Rohit bring huge attention.
Some tours may increase ODIs and reduce T20Is. For example, a 3-match ODI series could turn into 5 games instead.
India also wants more ODI preparation before the 2027 World Cup. Extra matches will help the team get more game time.
